Roll Call
The Annual Meeting of the NCCE General Membership was
called to order by President Clancy Wolf at 8:05 A.M.
at the Spokane Convention Center, Spokane, Washington.
Fifty members were in attendance, and a quorum was achieved.
Clancy Wolf
introduced the board members present: Susan Baker (at-large
representative), Marsha Carner (elementary representative),
Bill Davis (appointed representative), Eric Jensen (K-12
district level technology representative), Myrna Jensen
(conference planner), Jay Koepke (president-elect),
Lynn Lary (ESD representative), Rick Morine (executive
secretary-treasurer), and Tava Smathers (newsletter
editor). Tony Jongejan (higher education representative)
and Dennis Small (appointed representative from OSPI
in Washington) were excused.
Board Recognition
Clancy recognized the contributions to NCCE of retiring
board member Susan Baker and resigning board member
Sally Brewer.
Approval
of the Minutes
Copies of the 2000 General Meeting minutes were distributed
to all present. Tava Smathers moved and Susan Baker
seconded that the 2000 General Meeting minutes be accepted
as written. The motion passed.
Executive
Secretary-Treasurer’s Report
Rick reported that the council has 2935 members in good
standing as of March 11, 2001. All conference registrants
will receive an annual membership.
Copies of
the 1999-00 Audit performed by the accounting firm of
Jacobs McDonald Marks and Johnson were distributed.
The council received a “clean audit” meaning
no material flaws were found. Rick moved and David Leinweber
seconded that the Audit Report and 1999-2000 Statements
of Financial Position be accepted. The motion passed.
Nominating
Committee Report
Susan Baker moved on behalf of the nominating committee
the following slate of candidates:
High School Representative: Mark Ray (Vancouver, WA)
and Tava Smathers (Corvallis, MT)
Middle/Junior High School Representative: Rick Hansen
(Vancouver, WA) and Robert Sharp
(Bremerton, WA)
District Level Representative: Eric Jensen (Wenatchee,
WA) and Jennifer Wright (Mercer Island, WA)
At Large Representative: Jim Harrington (Grants Pass,
OR) and Amy Pearl (Portland, OR)
President
Wolf opened nominations from the floor for high school
representative; no nominations were made.
President
Wolf opened nominations from the floor for middle/junior
high school representative; no nominations were made.
President
Wolf opened nominations from the floor for district
level representative; Jay Koepke moved and Gary Ross
seconded the nomination of Bill Davis (Springfield,
OR). The motion passed.
President
Wolf opened nominations from the floor for at large
representative; Terry Lankutis moved and a second was
received to nominate Terry Lankutis (Bozeman, MT). The
motion passed.
President
Wolf put the following slate of candidates for the 2001
election before the membership:
High School Representative: Mark Ray (Vancouver, WA)
and Tava Smathers (Corvallis, MT)
Middle/Junior High School Representative: Rick Hansen
(Vancouver, WA) and Robert Sharp
(Bremerton, WA)

A vote was
taken, and the slate of candidates was approved. Ballots
will be mailed to the membership no later than April
29 in the NCCE News newsletter. Results will be posted
on the NCCE Web Site at www.ncce.org by July 10, 2001.
All candidates present spoke briefly to the membership.
Conference
Report
Myrna Jensen thanked the many volunteers for their hard
work in making the conference a success.
Myrna reported
that 2481 people have registered for the 2001 Conference.
This year’s attendees are from Idaho, Montana,
Wyoming, Washington, Oregon, Arizona, Alaska, California,
Australia, Canada, and Japan. There are 832 first timers
and 473 exhibitor representatives.
Next year’s
conference will take place in Seattle, Washington, March
13-16.
President’s
Report
Clancy Wolf expressed his thanks to the 2001 Conference
Committee for an excellent learning event and thanked
Myrna Jensen for her leadership as conference planner.
The Seattle conference will be Myrna’s last, and
the board is defining a process for replacing her.
Old Business
Last year, Deanna Draper suggested grants for conference
“first timers.” This year, the board funded
two “first timer” scholarships.
New Business
Rick Morine moved on behalf of the Bylaws Committee
amendment of the NCCE Bylaws, Article IV, Section B,
to read as follows with new language in bold face:
B. Members
will pay dues as established by the Board of Directors,
and only persons and organizations that have paid dues
according to currently established policy will be considered
members in good standing at any given time. Annual dues
are set by the Board of Directors, with the membership
year being 12 months from the date of dues payment.
If dues payment is included in conference registration,
the membership year will begin on the first day of the
conference and be either 12 months from the first day
of the conference or up to the first day of the following
year’s conference (if there is a conference),
whichever is longer; in no event will a membership year
exceed 14 months.
Copies of
this amendment were mailed to all members at least 30
days prior to the general meeting. Rick explained that
this is simply a “housekeeping” amendment
and is supported by the board. The motion passed without
objection.
Adjournment
Gary Ross moved and Janet Gibson seconded that the meeting
of the General Membership be adjourned until March 2002
in Seattle, Washington. The motion passed.
